On the morning of July 12, 2024, the General Department of Taxation opened the Training Conference on financial management, assets, and construction investment for the Tax sector in 2024. During the conference, a representative from the Department of Information Technology and Financial Statistics, Ministry of Finance, introduced the policy and plan to develop the IMAS online accounting software (online public sector accounting software) to meet the requirements of Circular No. 24/2024/TT-BTC.

In the first half of 2024, the General Department of Taxation achieved significant progress in internal financial work. A key focus was on improving staff training and the development of financial management skills, leading to a notable improvement in the tax sector's workforce quality. This initiative was driven by the increasing demands for effective financial management and payroll mechanisms related to budget revenue collection to modernize the Tax sector.
The program and training curriculum was designed to closely simulate the working environment, emphasizing knowledge and skills in areas such as financial management, basic construction investment management, asset management, addressing challenges related to asset management, and providing an overview of accounting regulations, as well as the administrative and public service accounting system. This also included reporting on operational expenditure settlements and financial statements, under Circular No. 24/2024/TT-BTC.
During the conference, Mr. Nguyen Trung Hung, Deputy Head of the Support Deployment Department, represented the Ministry of Finance's Department of Financial Informatics and Statistics. He introduced the policy and plan to develop IMAS online accounting software to comply with Circular No. 24/2024/TT-BTC.
The IMAS online accounting software includes modules for Finance and Accounting, Estimation and allocation, and Salary management. It is designed to manage estimates and settlements for both distributed and centralized accounting organizational models in the tax industry.
For estimating, IMAS online enables superiors to create estimate templates for each department, field, and year. Lower-level units can use appropriate estimate templates, declare, and submit them to superiors for checking and approval. The software automatically synthesizes and prepares estimates according to the defined template. Additionally, the software checks formulas in forms and links related forms for checking and explanation. It is capable of synthesizing estimates by each unit, the entire industry, or in different formats.
During the budget allocation stage, superior units can directly allocate budget estimates for the entire sector, and the software automatically accounts immediately after the allocation. IMAS online enables real-time management of budget execution at all levels.
For the settlement stage, IMAS online integrates with the settlement synthesis software to support all financial report templates and settlement reports according to regulations. It also expands the ability to set up industry-specific accounting votes each year to serve management needs and supports the review and approval of settlements according to each target. The software automatically synthesizes accounting books, financial reports, and industry settlement reports, allowing the creation and management of minutes and notification of settlement approval.
Additionally, the Department of Informatics and Financial Statistics upgraded the IMAS desktop version of Professional Administrative Accounting to comply with the new Circular No. 24/2024/TT-BTC. The software focuses on upgrading the accounting system, automatically converting balances, updating accounting slip forms, adding an automatic account settlement function in the business portfolio, and ensuring that book forms, financial reports, and settlement reports comply with the new accounting regime.
Mr. Nguyen Trung Hung mentioned that the IMAS software has already been implemented in almost all tax units across the country. In the future, the Center for Technology Transfer and Technical Support will continue to enhance the IMAS software, aiming to develop the online version to serve as an information technology solution for finance and administration in the entire Tax industry, aligning with the tax system reform strategy until 2030.
