At the Conference to summarize the tasks of the first 6 months of 2024 and deploy the tasks of the last 6 months of the year of the Ministry of Finance (July 15, 2024), the Ministry of Finance said that in the first 6 months of 2024, the Ministry of Finance will continue to effectively deploy Resolution No. 17/NQ-CP dated March 7, 2019, of the Government, Decision No. 749/QĐ-TTg dated June 3, 2020 of the Prime Minister, Decision No. 1874/QĐ-BTC on the action plan of the Ministry of Finance to implement Decision No. 749/QĐ-TTg dated June 3, 2020 of the Prime Minister and Decision No. 1484/QĐ-BTC dated July 27, 2022 on the Digital Transformation Plan of the Ministry of Finance until 2025, orientation to 2030.

Specifically, the Ministry of Finance issued Decision No. 837/QĐ-BTC dated April 15, 2024, on the Ministry of Finance's Digital Transformation Plan in 2024, Decision No. 24/QD-BCĐCĐS dated April 15, 2024, on the Operational Plan of the Digital Transformation Steering Committee of the Ministry of Finance in 2024 to effectively implement the tasks and solutions approved in Decision No. 1484/QĐ-BTC.

Accordingly, the Ministry of Finance continues to operate to ensure the stable operation of the digital data-sharing connection system of the Finance industry, the axis connecting electronic documents of the Finance industry. It has issued a plan to hire sharing platform services, integrating shared data in the Finance industry to serve electronic finance towards digital finance.

The electronic document management and administration program (eDocTC program) serves the administration and operational processing of electronic documents in the network environment, applying electronic numbers at all levels, starting on January 1, 2022. The program is implemented and applies to all officials and civil servants of units at the Ministry's headquarters (including 25 units) and 04 public service units under the Ministry. In the first 6 months of 2024, the total number of documents released electronically is 15,363, and the total number of electronic documents received by eDocTC is 44,087.

Besides, the Ministry of Finance has deployed IPv4 to IPv6 conversion for the Ministry's electronic information portal and online public services application on the Internet. The remaining applications are operating stably. Shortly, the Ministry of Finance will gradually switch from IPv4 to IPv6 for the Ministry's applications on the Internet.

About the implementation of online public service provision, on May 16, 2024, the Ministry of Finance issued Decision No. 1131/QĐ-BTC approving the List of online public services for the whole process, online public services one part of the Ministry of Finance. Currently, the Ministry of Finance has deployed 764 public services, including 347 full online public services, 108 partial online public services, and 309 information provision services for organizations and individuals. At the same time, the connection and integration of 284 online public services on the National Public Service Portal has been completed.

Since 2020, the Ministry of Finance has deployed a pilot information reporting system connected to the Government Reporting Information System. Currently, the Ministry of Finance is continuing to review and upgrade the information system. Report to the Ministry of Finance to ensure sharing and connection with the National Reporting Information System.

Regarding the implementation of Decision No. 06/QĐ-TTg dated January 6, 2022, of the Prime Minister on the project "Development of application of population data, electronic identification and authentication to serve national digital transformation period 2022 - 2025, vision to 2030", the Ministry of Finance issued Decision No. 335/QĐ-BTC dated February 27, 2024, on the Plan to amend and supplement legal documents under The Ministry of Finance's presiding responsibility is to serve the implementation of the Project.

At the same time, the Ministry of Finance issued Official Dispatch No. 4312/BTC-NSNN dated April 25, 2024, guiding the People's Committees of provinces and centrally-run cities in using regular funds for equipment procurement, hiring information technology services in implementing Project 06/CP.

According to the Ministry of Finance, electronic tax declaration, tax payment, and tax refund services have been deployed at 100% of local tax departments and tax branches. To date, over 99% of enterprises have used electronic tax declaration, payment, and refund services and completed the implementation of electronic invoices for 100% of companies, organizations, households, and individuals...

The electronic invoice system has been deployed in 63 provinces and cities. As a result, from implementation to June 30, 2024, the total number of invoices received and processed is nearly 8.3 billion invoices (including 2.3 billion invoices with codes; and more than 5.9 billion invoices without code, 1.75 million invoices each time they arise).

Deployment of electronic invoices initiated from cash registers, as a result from the time of implementation to June 30, 2024, there are 71,329 enterprises, households, and individual businesses registered to use electronic invoices with the code of The tax authority successfully created from the cash register, with the number of electronic invoices created from the cash register being 567,789,727 invoices.

Regarding the eTax Mobile electronic tax payment service, the number of downloads, installations, and uses of the eTax Mobile application is 1,170,779 times, and the number of transactions via commercial banks is 1,867,349 transactions with a total amount paid of 4,376 billion VND.

The Ministry of Finance said that it has deployed an electronic information portal for foreign suppliers, with 102 foreign suppliers successfully registering and declaring taxes. The number of e-commerce platforms sending data to provide information to the tax authorities is 384 e-commerce platforms, corresponding to 1,735 submissions.

In addition, the Ministry of Finance has deployed an integrated system with the National Population Database, receiving 17,433 first-time tax registration applications and 5,887 applications for changing the tax registration information of individuals who do not do business through the National Public Service Portal. At the same time, the Ministry of Finance coordinated with the Government Office, the General Department of Land Management, and related units to support the implementation of land financial obligation payment services on the National Public Service Portal for 63/ 63 provinces and cities. From January 1, 2024, to now, there have been 153,475 transactions of paying financial obligations through the National Service Portal with an amount of over 1,154 billion VND.

The Ministry of Finance continues to coordinate with ministries and branches to implement administrative procedures on the National Single Window. There have been 250 administrative procedures of 13 ministries and branches connected to 7.43 million sets of records of more than 72 thousand enterprises.

Regarding the implementation of the ASEAN Single Window, the Ministry of Finance continues to expand the ASEAN Single Window, maintaining the official connection to the ASEAN Single Window to exchange electronic form D certificate of origin information with all 9 ASEAN member countries. Coordinate with the ASEAN Secretariat and ASEAN countries to officially exchange ASEAN Customs declarations as planned. Discuss building solutions and roadmaps to connect and exchange electronic documents between ASEAN and partners such as China, Japan, Korea,...

Also according to the Ministry of Finance, 100% of administrative procedures in the treasury sector have been provided full online public services and integrated into the National Public Service Portal. The Ministry of Finance continues coordinating with the Government Office and relevant units to promote the collection of fees, charges, and fines on the National Public Service Portal, creating favorable conditions for budget payers and government agencies. It saves costs and collection time.

In the last 6 months of the year, the Ministry of Finance said: It will review and complete institutions to serve the development of e-government and digital Government, and deploy the Overall Architecture towards a digital Ministry of Finance. Transform information technology infrastructure into digital infrastructure by applying cloud computing technology to connect and manage resources and data of the Ministry of Finance in a safe, flexible, stable, and effective way. Continue to upgrade and complete the information system for handling administrative procedures of the Ministry of Finance, specialized databases to meet the digitization, storage of records, and results of handling administrative procedures.
