The State Treasury has announced that it has conducted a study and made changes to Decree No. 11/2020/ND-CP, issued by the Government on January 20, 2020. This decree governs administrative processes in the State Treasury domain. The revisions aim to review and streamline procedures, reduce and simplify administrative processes, and fully implement administrative procedures in the digital realm. This will be achieved by establishing connections, sharing digital data among ministries, departments, and agencies, and linking IT systems between the State Treasury and entities that use state funds.
Strengthening Administrative Reforms and Modernizing Information Technology
The State Treasury is continuing to implement Decree No. 107/2021/ND-CP dated December 6, 2021, which amends and supplements Decree No. 61/2018/ND-CP dated April 23, 2018. This decree relates to the government's one-stop and one-stop mechanism for handling administrative procedures. The State Treasury is also working on reviewing and simplifying internal administrative procedures following the Ministry of Finance's guidance and maintaining the Quality Management System according to ISO 9001:2015 standards. Ms. Tran Thi Hue, Deputy General Director of the State Treasury, mentioned that the State Treasury will also focus on promoting the implementation of IT applications to modernize its professional activities in line with the State Treasury Development Strategy to 2030 and the Plan for applying Information Technology in the State Treasury's operations. This includes developing digital government, ensuring network information security for 2021-2025, and enhancing IT applications to improve operational efficiency and service quality for budget spending units.

In particular, the State Treasury has implemented the following key tasks: Completing the Project to upgrade the TABMIS system and related IT applications, and forming a digital state budget management and accounting system (VDBAS).
The State Treasury plans to research and design a service for storing electronic and payment documents, aiming to replace traditional paper storage with electronic accounting. This will help reduce operating costs and improve service quality, as well as enable easier data sharing.
Additionally, there are plans to upgrade IT systems to meet the needs of connecting basic construction investment expenditure operations. The goal is to pilot and deploy these upgrades in the last 6 months of 2024.
Other pilot initiatives include testing a centralized document management system to connect electronic documents with ministries, departments, and branches. There are also plans to pilot a process for controlling and making payments to individuals via accounts, as well as exchanging information on the Payment Table for beneficiaries through a data exchange portal.
Furthermore, the State Treasury aims to expand the automatic payment of electricity, water, and telecommunication service expenses through Vietinbank. They also seek to research and expand the implementation of automatic payment with other qualified commercial banks.
Lastly, they plan to continue operating the Online Public Service system smoothly to serve 100% of budget spending units. The goal is for over 95% of state budget expenditure documents to be paid through the Online Public Service system, ensuring timely payment of state budget expenditures and promoting the disbursement of public investment capital.
Integrating Information Technology into inspection work
The State Treasury has submitted its 2024 Inspection Plan to the Ministry of Finance in line with the Ministry of Finance's inspection work orientation. Additionally, the State Treasury has directed the State Treasury of provinces and cities to develop and implement inspection and examination plans according to assigned tasks and the actual situation. The focus will be on inspecting areas with high potential risks, combining regular inspection, cross-inspection, and surprise inspection. Remote monitoring activities on online public services and cash fund balances at State Treasury units will be deployed. The State Treasury will also increase the application of IT in professional activities to prevent risks. Furthermore, ongoing research and completion of projects and policies are underway to reform and innovate the inspection and examination activities of the State Treasury system, in line with the direction of the State Treasury's inspection and examination work until 2025, with a vision to 2030. In the future, the State Treasury will continue to implement the posting and public disclosure of administrative procedures and the processing of administrative procedure records according to regulations, especially at the district-level State Treasury. Efforts will be made to upgrade and complete public administrative services to increase convenience for users and the utility for the management work of State Treasury leaders at all levels.
